    Default Painting basement cinderblock

    I am planning to have my foundation waterproofed, the basement cinder block is damp, crumbling and has effervescence. It is also covered in OLD paint, I'm assuming its white latex or maybe even old drylok. Can I use drylok over the old paint or do I have to remove the old paint first? if so, HOW do I remove it from the old cinder block without damaging it more?

    Dryloc only guarantees its product if used over bare masonry. You can read their instructions on their website: www.ugl.com
