Let me first say that the house we now own was previously owned by the church next door and shows all the signs of having been maintained by a committee.

We have an odd roof that is almost a mansard, but lacks the ultra-steep pitch on the slope. The flat portion at the top has been covered (improperly) with a rubber membrane (which no local residential roofers touch). We have a serious leak that is causing, among other damages, the ceiling plaster in our 3rd floor to fall in.

It is critical that we find a roofer who will actually call us back and show up (two big problems with the 7 different commercial guys we've contacted). Any suggestions on who or how for western PA (north of Pittsburgh)?

We also would love to get ideas on what would be a more period-appropriate and lasting roofing surface for this flat portion, considering that we will ultimately want to reinstall the original roof access through the 3rd floor bedroom ceiling.
