The hook does two things, it' locks the top block to the one below it and it backsets the top block a little bit which looks good and adds strength against the hydraulic force of the earth against the back of it.
To install, you lay your first course, preferably on a footing, but can be just put directly on the ground. The second course starts half a block to the right of the first, and so on to the top of the wall. Blocks can be cut in half by scoring with a masonry blade on both sides and then snapping it in half.
