Default sealing exterior water line entrance

How should I seal the space around the copper water line as it enters the house? The home was built in 1917; I do not know what year water was brought into the home. I recently discovered that that is where water is entering my home on rainy days.

hydraulic cement is your best bet, it will set up even if submerged under water and it expands into the joint as it cures, other wise use a polybutyl caulking
fire up the saw and make some dust

Another great product is called Thoroseal, which is a waterproff cement. It will stop the water.

It has also been suggested that I cut the copper pipe in order to encase it in PVC - is that necessary?
