As there are many countries that operate on 240 volt, I am reasonable sure that tools are manufactured to be sold in those countries. Because of manufacturing cost involved in make different models it may be possible that the 120 volt versions can be rewired for either market.
The breaker size is to protect the in-wall wiring and components and has nothing to do with the requirements of the equipment that you plug in. You could plug it into a 100 amp circuit and it will still draw the same current it does plugged into a 15 amp circuit.
