    Default 40 millilitres of rain

Here in the North we are expecting 40 millilitres of rain.
A rain warning is in effect. Can this cause flooding of basements or is the ground still frozen so it shouldn't be a concern.

well that is a fair amount of rain. but its not the rain that causes the basement to flood, its improper drainage around the foundation and not having proper gutters and downspouts
fire up the saw and make some dust

as long as there is good drainage and you dont have any cracks in the foundation you should be fine
fire up the saw and make some dust

    milliliters or millimeters?
That's an 1 1/2" in my world if mm, an ounce and a half if ml. Not usually a problem if the house is properly graded.
We had 2 1/2" the other night.
