Default 'Bubbling' effect on walls when painting

I'm getting a strange bubbling effect when trying to paint some newly plastered walls. The plaster has been left a while to dry, so that's not the problem....

Anyone know what this is caused by and how to combat it? Did the guy who did the plastering cut corners?

Thanks for your help in advance!

if you're not using a primer that could be the cause.....freshly plastered walls HAVE to be primed before painting or you're just asking for problem after problem.

What type of plaster product? All new work, or patches? Real plaster or drywall?
