    Question grass in landscape bed

    Last summer we removed the grass with a sod cutter. Planted all sorts of Trees and shrubs in that area. Before mulching, we put down the fabric and then put about 2 inches of Cypress mulch. My problem is an abundance of "crab" grass growing through AND on top of the fabric. Though it is easy to remove (typically) there is a LOT of it, plus the occasional weed. Is our problem the mulch (either type used or depth) or could we have possibly not cut deep enough with the sod cutter? Either case, what is the simplest solution? Should we put down even more mulch, or a different kind? Should we remove the fabric and spray the soil with a chemical? Spring is around the corner and I'm looking for suggestions before I go out there and do something foolish.
