Default cracked paint on stairwell & door frames

The previous owner painted over the door frames and stair handrails and it looks like the paint then contracted and cracked. (see attachments) Would it be better to strip all of the old paint or is it even feasible to fill the gaps with something and sand it smooth. Because the job is so big, I've been putting it off, but now I would like to start fixing the problem - but how?

My guess he painted without cleaning and prep. Probably over wax or oil. The proper way would be to strip, clean, and finish.
