Unhappy 22 Year Old heat Pump

My wife got married in July 2009, and recently purchased our first condo in Jan 2010. Our first year in our new place was fine, minus a few noises and nosey neighbors. Our condo is 22 years old and has the original heat pumps / air handlers, which worked fine for the first year but have since been putting out cold air. We live in Connecticut and our winter has been bad, but our heat pumps have been worse. They constantly make noise, put out cold air, and give off steam. We're being told that in order to replace the heat pumps / air handler, we're also going to have to replace the duct work. All in all the price will be roughly $68,000 for two heat pumps / air handlers / duct work / labor. Is this normal !?! Why can't we just replace the heat pumps / air handlers without messing with the duct work????

Did you get more than one estimate. Sounds a bit high to say the least. I would expect the old ducts could be reused.
The air handler should probably be replaced.
Don't go by one contractors say so.

It's hard to say what the Contractors saw wrong with the Ductwork, they could have seen rusted sections which can happen over time. If not properly insulated condensation will form and over 22 years could cause a rust problem. Do you have Humidifiers installed in your System, these are notorious for causing systems to rust out. Another is sizing or Air Flow issues but not knowing what they see makes it hard to say. All in All that's a lot of money, definitely get more than one quote and make sure the Contractor is Reputable.
    Good Luck
