    I assume the garden hose is permanently fixed in-place. If so, 10 or 20 ft. lengths of heat tape could be run along the length and taped to seal out water.

    The heat tape should be fed from a ground fault circuit interrupter (GFCI). If the heat tape is not tightly wrapped to the hose and the hose filled with water either the hose or the heat taped could be damaged.
