    Post Concrete basement wall leaking

I have a concrete block foundation. Behind one wall, water builds up during heavy rains from a rising water table. I do not have access to get behind the wall since it is not an exterior wall. It is under the concrete slab floor of my family room. Previous owners, unfortunately, painted the concrete block. I have tried using DryLoc on several occassions but I still get some seepage through the bottom two courses of block. This is causing efflourscense and some mold on the wall.
I am looking for some ideas as to how to stop the seepage better than it is since I cannot stop the water table from rising during heavy rains.
