Sounds like the set screw on the one knob may be loose or missing, I would check that first. Almost all lock sets come with instructions for installation the problem may be finding one that matches the spacing of the existing lock set. If you can tighten or replace the set screw and get the knob working it may be better to install a bead bolt lock above it, again the installation instructions will come with the dead bolt along with a drilling template.
