One poster mentioned finding studs every 16". That's the standard for modern houses, but many (most?) old houses have studs every 24", and some it's quite random.
Having never hung picture rail, never even thought about hanging it until now, I can't give you a good answer. Obviously, it has to support some extra weight, which means it's gotta be stronger than you'd nail up standard molding!
