If you are talking about Formica or some such product, the easiest thing to do is remove the top, substrate and all. It may be nailed or screwed to the base from underneath.

Construction glue and silicone or adhesive caulk are also popular in these parts.

VBARK - If you want to remove the entire counter top, then you will need to separate the counter from what it's attached to by removing the fasteners or breaking the bonds of the glue with a hammer and flat bar. Some damage to the cabinets and counter top will occur, so work slowly and carefully if this is of concern. If you are trying to salvage the counter top, what type of material is it?

If you're trying to remove the surface of the counter top but leave the substrate, again, what type of counter top is it?

Yep .... some more information as to what type of counter top would be helpful.

Also , it's not uncommon to find the tops made in place to have the plywood or particle board secured with nails or screws from the top ... then the laminate was glued down. In these situations you can break off the laminate to find the fasteners to removed from the top .... this helps with minimizing damage to the cabinets.
