    Default electrical extension cord

    Can an electrical extension cord be used outdoors during rain
    storm to pump water from backyard. Backyard becomes flooded and water flows into basement. Who can I
    call for an evalution on how to fix this problem. Should I call a home inspector or a basement specalist or a landscaper for a diagnosis.

    Generally speaking yes if it is a grounded cord and you keep the plugs from being submerged.

    I would suggest you check the grading first. It should be sloped away from the house and low spots filled.
