What is the correct height the toilet flange should be above the finished floor?

I have seen people tile over existing linoleum floors. But if I were you I would spend the time to tear it out. As far as the toilet flange if it ends up below finished floor you can either stack a couple of wax rings or get a flange spacer sold at any hardware store
