Default Wood stairs over existing concrete

I want to put ipe decking over an existing concrete stairway (outside). I don't want to put the decking directly on the concrete. What should I put underneath? How should I attach it to the stairs? I'd like to avoid demolition if possible.

Thanks, in advance, for your help!

I would build a stair stringer on each side that is about an eight of an inch higher than the concrete steps. Buy one or as many as needed cheap plastic cutting boards 1/8" thick and cut into 1" strips to glue on top of the concrete steps as spacers and support. You can nail the treads and risers to the stringer.
