    Default Cinder Block walls Blistering

I have a full basement with cinder block walls. Where the walls are painted there are what looks like blisters are showing up. This is causing the cinder blocks to be damaged as well as the paint job. I have been told that this is caused by salt coming up through the foundation. Where the wall isn't painted I can see what looks like sweating and salt residue on the base of the walls. I don't have a moisture or water problem just the blistering. Is there a resolution to this problem?
