Default cold air returns in basement outside walls.

I am finishing my basement. It has heat vents but no cold air returns. It is a 1927 bungalow which has cold air returns in the outside ( stud bays ) up to the second floor. So, I was going to make two stud bays on an outside wall in the basement as cold air returns, but I was wondering_ " how could I insulate them ?

You shouldn't have to insulate returns

But it is very cold on the outside wall and the rest of the wall is insulated, so it will be colder in that area.

Any suggestions on how ? I used fiberglass in the stud framing elsewhere, but that would take up too much room in the cold-air return area.
