    if turning off the hot and cold supply to a shower valve eliminates the problem,maybe you should rebuild the valve with new parts to see if that helps.

    something is wrong with your cold stem or cold water supply because nobody makes a valve that sensitive.if you dont have a stem problem then you might have a cold water pressure problem.
