    no, if you are using 10/3 you have 2 hot's a neutral, and a ground. You are grounding this panel via the main panel

    Personally i would use a GFCI receptacle rather than breaker. When it trips you can reset it more easily, it's about 1/3 to 1/2 the cost of a breaker, and it will protect all devices 'down stream'...
