If you repaint it, it'll seal it just fine as the wood will absorb the moisture from the paint. If you use paint, you'll be doing it more frequently as the paint will harden and the wicker will flex when you sit in it. This will have a tendency to crack the paint and it starts to look a little shabby.
If you could get by with the color, you could stain and seal the wicker. It wouldn't look in need of help as often. Just make sure the wicker is good and dry before you paint. If not, the paint or sealer won't work very well and you'll be stuck wire brushing the finish off, to re-do it.
