Come on gentlemen, be nice. There are a lot of variations in giving bids. Sight unseen, one is shooting from the hip. I have read both of your comments over the years and hold you both in high regard.
As to building codes and insurance requirements, these vary from city to city, county to county and state to state. My old home state of Illinois was relatively wide open compared to Oregon, where I now live. Here the State demands licensing, liability insurance , WC insurance and bonding.
As to the project being considered: If I had a 1940's house, I would certainly pull down the ceiling to the rafters. A 1940's house is going to be drastically under insulated and probably outdated wiring. Great opportunity to update!
